Integrated management system: Environment protection
The Integrated Management System introduced at BorsodChem includes environmental, quality, occupational health and safety management systems.
We operate our Environmental Management System in line with the requirements of the MSZ EN ISO 14001:2005 standard.
All our production technologies have uniform environmental usage permit (so called IPPC permit - Integrated Pollution Prevention and Control). Our technology processes conform to the requirements of Best Available Techniques (BAT). Our environmental activity complies with all legal requirements.
BorsodChem regularly provides information on the environmental and safety aspects of its activities to the surrounding population, civil organisations and other related parties. We regularly invite local students and mayors of neighbouring communities to our open days. In addition, we also support environmental conferences, publications and programs.
We determine our environmental objectives on the basis of EHS policy. One of the most significant criteria of these objectives is to reduce emissions into certain environmental elements. We have programs in order to reach the above objectives, out of which the most substantial today are as follows:
Re-cultivation of the hazardous waste landfill of Berente (launched in 2009)
Reduction in the volume of stored technology waters with high salt content and the re-cultivation of emptied salt water lagoons
Replacement of energy saving, so called SML type anodes in the Chlorine Plant by the end of 2010
Expansion of the previously established waste water monitoring system
Commissioning the system of pilot operation experimental containment system of the contamination detected on the Waste Water Treatment site.
We continuously implement investments in order to reduce CO2 emission wherever possible by saving fossil energy resources or utilise waste heat. We use the biogas for heating generated in the course of organic material decomposition of waste water in the Waste Water Treatment Plant. The electricity demand of the Membrane Cell Chlorine Plant has greatly reduced the energy consumption required for chlorine production. The majority of our office buildings are insulated and in addition to that they are heated by highly effective and controllable systems everywhere.
Surface water protection
BorsodChem meets its industrial water demand from the River Sajó. We use softened and deionised water for our production processes, which we produce in our proprietary water treatment facilities. During the development of water treatment technologies, it is a primary aspect to apply advanced and environment-friendly procedures. In case of manufacturing products we seek economic water uses and the largest possible volume of water recirculation and water recycling.
Prior to the release into the River Sajó, we treat all the waste waters generated on the plant site in the Company’s Waste Water Treatment Plant, where physical, chemical and biological purification takes place. In order to meet the increasingly stricter environmental and technological requirements we continuously develop the method of waste water treatment. In 2009 an advanced SBR (Sequencing Batch Reactor) waste water treatment unit commenced its operation, in which various purification processes, the decontamination of organic material and nitrogen as well as the settling of waste water occurs in a single reactor in a space-saving and effective manner.
The quality of released and purified waste water complies with the regulations, which we inspect regularly within the frame of self-checking monitored by online instruments. The monitoring system is supplemented by data measured at the continuously expanding online measuring stations, which we use for monitoring the quality of waste waters generated in the production technologies.
Soil and groundwater protection
A complex monitoring system is in place related to the whole BorsodChem site to regularly monitor the state of our underground storage waters. By the assistance thereof, we can identify the potentially generating contaminations in due time and trace any pollution from the past, already explored.
Related to mercury contamination under the Chlorine Plant, we have the active protective conceptual plan approved by the Environmental Authority that can be applied immediately if needed. However, based on the results of inspection performed regularly it seems that the contamination has not moved. In the field of VCM production within the framework of KIOP program with the use of EU sources we established a containment system with the aim to abolish the 1.2-dichloroethane contamination in the groundwater. The containment technology operates effectively according to the plans.
Air quality protection
We keep the impact of our activities exercised on air quality – due to the applied advanced technologies – at a minimum level. The airspace emissions of our production technology comply with the legal provisions on every account. In our new production facilities we pay close attention to minimise the environmental risks already in the planning phase. The compliance with limit values is monitored by means of both internal and external accredited laboratory measurements. Online flue-gas analyzers are operated at critical air-load points (phosgene technologies, by-product incinerators). BorsodChem has also been voluntarily inspecting the impact of airspace emissions exercised on air quality for more than two decades involving external partners besides the state-operated Hungarian Air Quality Network.
Our cooling equipments filled with greenhouse effect gas (HFC) comply with the legal regulations. Installation of the prescribed continuous leakage detectors and the registration of equipment have been completed and the necessary leakage tests are conducted according to plan and in a scheduled way. It is among our plans to replace these cooling media by more modern ones.
We integrated our effective and environment conscious waste management strategy into our daily operations.
We consistently introduce new technologies that prevent the generation of wastes and reduce the hazardousness of generated wastes. Such procedures are for example membrane cell chlorine manufacturing (2006), developing the pre-treatment technology of brine sludge generated in the mercury cathode plant (2008) and the new water pre-treatment technology (2009).
We recycle and reuse wherever possible. Organic by-products are used for heat generation and the thermal energy generated during decomposition processes is used for steam production. Hydrochloric acid gas generated in isocyanate technologies as a by-product is utilised in vinyl-chloride production, which is incorporated into the PVC product.
We have external enterprises to treat wastes that can be disposed by means of incineration. In the course of years we established reliable and stable partnerships with these enterprises, therefore it is ensured that wastes are eliminated in line with the legal requirements and the highest professional standards.
Remediation of 1,2-dichloro-ethane polluted water supported by EIOP
The environmental investment launched in 2006 on the VCM Plant site by means of KIOP support was completed in 2007 by the construction of the stripping unit. Following the completion of the test run in November 2007, the containment system was commissioned in February 2008. On the basis of operational experiences it can be established that the technology has been operating smoothly. No failure impeding the continuity of containment has occurred. Under continued monitoring the technology fully performs the planned task.
In the project we have already achieved the targeted state that can be characterised by the so called indicator parameters by the deadlines determined in advance by means of generating the prescribed volume of contaminant. On the grounds of monitoring results it can be stated that the spread of contamination has stopped, however long-lasting containment is required .to mitigate the expansion of contamination.
